There are laws in place for people who have HIV, but there is none in place for other sexually transmitted infections or Hepatitis C!. They say that Hep C is not easily transmitted through sex!. Hep C is blood to blood contact and to honestly think of it, it is not easy through sex although it is possible!. This person that you speak of does not have to tell anyone about his status, just as someone with Herpes doesn't have to tell!. C to a partner , without that partners knowledge he can face charges!. C , he could also carry HIV, Aids, Syphllis!. Being that this is a blood borne illness, this could just be another symptom of another major illness!.
