They arent exema, they arnt white!.!.!. THey arent itchy!.!.!. they bleed when i scratch!?

My best guess is that you may have Heat Rash/Heat bumps!.
Its summer time, so you may sweat more, and this may lead to sweat leaking into your skin and causing small little, itchy bumps on your thigh!.
Best thing to do is put lotion on them, and try to keep your skin as clean as possible from sweat!.Www@Answer-Health@Com

Try an alpha hydroxy lotion!. This is a mild exfoliant for dry or bumpy skin!. Sometimes it helps!. Test a small patch of skin before you apply to your entire leg!. My avon lady says it may sting a bit, but the result is worth it!.Www@Answer-Health@Com
I have that too, it's some kind of normal skin condition but unfortunately you will have it forever and there is no real treatment!. I wish I could get rid of mine! SorryWww@Answer-Health@Com
