White blood cells could be a urinary tract infection!. The ureter is one of tubes from the kidney to the bladder!. This could be from a blockage, perhaps a stone in that ureter, or a blockage of the bladder, prostate enlargement or abnormal formation of the bladder!.Www@Answer-Health@Com
