It can be, but it can also be a sign of anemia, or a thyroid problem!. See a doctor to find out for sure!. If you had low blood sugar, you would probably have other sypmtoms besides just being cold!. Some people are just more sensitive to the cold than others!.Www@Answer-Health@Com
