It's probably sweat!. During the summer, you sweat more where skin meets skin (breast meets chest)!. Then your bra rubs it into your skin!. Your pores get irritated and form bumps!. If you're wearing a dark bra, some of the lint or color may bleed into your skin as well, causing discoloration!.
Apply antiperspirant under your breasts before you get dressed in the morning (some people say to apply it the night before so it has time to sink into your pores)!. Wear a fresh bra every day, and take a quick shower at the end of the day to remove any accumulated/dried sweat!.Www@Answer-Health@Com

i know I'm not a girl, lol, but i may be able to help!. you may be getting the bumps from the heat, almost like a heat rash!. try putting a little baby powder under your breasts, i know that helps guys prevent heat rashes in certain areas!. if you think its acne try putting something that helps stop acne, i don't know if you use anything for that now but that could help to!.
