I think they are boils, they are painful, and won't pop!.

A boil is a bacteria infection caused by staph!. Maybe you are not cleaning the area good enough!. Try cleaning the area with alcohol on a regular basis to help kill the bacteria on the skin and to dry out the excess oil!.(The boil starts in an oil gland!.)

More than likely you are prone to acne!. They may be coming back because of hormones, stress, bacteria in the pores!. If you are concerned you may need to see a dermatologist!.Www@Answer-Health@Com
I recommend cleaning your liver by taking turmeric and milk thistle!. You can also clean your ears with very strong neem tea, when you have the painful buggers!.Www@Answer-Health@Com
