It's hard to say what they are or how they form, my guess is they are scars from rashes!? Or if you're a little chubby, it could be from the friction of your thighs rubbing together when you walk!. I don't know if these works but you can try using srubbing the area (gently!) when you shower and then using whitening lotion on the area after!.Www@Answer-Health@Com
