Start by using a mild exfoliating cleanser (use something for your face, not your feet) on the area you have the bumps!. Don't use a loofah or hard sponge!. Those things sit in your shower and collect bacteria!. Bacteria thrives in warm, damp conditions (like a shower)!.
While your skin is still damp, apply a moisturizer containing Alpha Hydroxy (Roc, Jason's)!. Try to apply the moisturizer twice a day, once after a shower, the other time just hold a warm, damp washcloth on your arm for a minute and then apply the moisturizer!. Try not to wear anything really tight around your arms!.
If this doesn't help, or you have a really bad case a doctor can prescribe a glycolic gel!.
