I'm only 13 and I have a kind of rash on my eyelids, and over the past 2 days, I have had excess skin on my eyelids!. I need help!. :'(

Sounds like dandruff of the eyelids (aka!. blepharitis)!. Until you go see your GP!. You can also use a product like LidCare to remove the excess skin which may improve symptoms, but not cure!.
For that, you need a holistic approach, like don't eat trash (hard for 13 y!.o!. I know), avoid skin irritants, wear groovy UV filter sunglasses when your outside and keep dirty hands away from your eyes!.Www@Answer-Health@Com

Put some moisturizer on there and if that doesn't help, then go to a dermatologist!.Www@Answer-Health@Com
