I looked up toilet paper on Wikipedia.com to find the answer to your question, and as gross as it seems it linked to "anal cleansing" for the main answer to your questions.. Anyway one of the reasons for not using TP is quoted below from Wikipedia:

" It is not uncommon to find South Asian and Middle Eastern people express their disgust for the use of dry toilet paper as they doubt the effectiveness of just wiping with toilet paper and feel it is impossible to completely clean one's bottom and washing is absolutely necessary. "

Wikipedia also states these methods other than TP are used in other countries:

"Elsewhere, water may be used (using a jet, as with a bidet, or splashed and washed with the hand). In other cultures and contexts, materials such as Rags, sand, leaves (including seaweed), corn cobs or sticks are used."
