Well, I know for a fact that HPV can be contracted even with condoms on because it can be contracted from the skin in the genital area!.
I mean obviously if you have sex with someone who has an STD and use a condom, no it isn't 100 percent safe because the condom can come off during sex and you might not know or it could tear or break!. You have to be vigilant about it!.
