Abnormal foot skin?

my mum has a strange white layer of skin (?) on the heels and toes of both feet. At first she thought it was just soggy feet from water, but there are tons of little, yet deep holes (looks like needles holes..but they're not from her shoes/rocks/sand etc..) all over this white skin. The skin also doesn't come off if she uses a pumice stone or any exfoliation. I'm a reflexologist and I do pedicures so I work around feet, yet I've never seen or heard of anything like this.. anyone else have/seen this and know what it is?

I would suggest that she go to a podiatrist. That is a doctor who specializes in foot problems. This sounds like something he might know right away.
