these bumps are actually trapped hair inside the hair follicle. After shaving or waxing, the left over short hairs gets trapped under the skin, (either it curls up, and grow downward, or your skin will cover your hair follicle and clog them up, so the hair is unable to push itself out thru the skin), and that is what forms pus, like zits. (If you pop them, you can see hair attached to the pus....gross I know). The condition is called folliculitis.
keep your skin moisturized and that should allow the skin to remain supple and the hair to push itself out.
