Answers:
impossible to tell you based on the limited information, and without seeing the skin lesions!.
some ideas to consider:
1!. chiggers (because you say the bites are limited to her legs)
2!. scabies (but within a few days would have spread to the entire body, especially hands, genitals, underarms)
3!. staph boils -- very common, and look like pimples or small abscesses!.
please note that when you are symptomatic from chigger bites, the tiny mites are no longer on your skin - no treatment is necessary!. scabies is easily treated with a single application of permethrin cream!. And staph boil disease is also very very easily managed in a single office visit!.
but you'll have to get her to a doc if you want some definite answers!. No one can do a complete exam and complete history over the internet!.Www@Answer-Health@Com
