Why am i tierd? any doctors in the house?

I'm Alex and i'm 22. One day when i was 15, one mintute i felt absolutely fine and then this sort of tierdness suddenly hit me. My vision seems wierd and i felt like a wasent there. It was the day after the second time i ever been drunk in my life. I don't know if that has anything to do with it. Being assured by my dad i thought it would soon go, but it didn't. I went to see local doctors several times and all they did was take a blood sample and check my overall health just to tell my i was fine. Iam not Anemic or Diabetic. Symtons i have noticed over the years are -

Daylight is too bright,
Night time i cannot see well,
Permanent tierdness,
Bad reactions,
Fealing unaware like dreaming,
Eyes take a while to focus,
Very bad consentration span,

And one strange thing, and i don't know if this is normal -
In a dark room, if i stare at a distant wall and wave a bright light infront of my eyes, a second light appears following the real light like it's delayed. HELP ME!

And as far as i know i don't have any genetic illness of any kind.

First of all, if this WAS Lymes Disease, a rash would of appeared, and the symptoms would not be present. This occured when Alex was 15, he is now 22. i'm also going to rule out alcohol related neuropathy seeing as this occured after drinking once or twice, not every day for 3 years.

i could ask you some questions online but that would be wasting time, i would much prefer it if you went to see your doctor about this as soon as possible. They may refer you to a number of doctors ranging from tropical medicine to neurology but hopefully they will be able to sort it for you., You will probably require quite a few diagnostic tests too.

One question though - do you have any genetic illness that may present this type of problem?
