I shaved down there, I got really bad ingrown hairs...they started to itch, so I scratched. While scratching it took the first layer of skin off...so now that it is growing back it itches more because it is irritated. How do I stop the itching? and getting irritating?

A cortistone based anti-itch cream can help relieve the itching. Scratching it will only make it more irritated and thus itch more.
But next time, don't shave. Use a personal trimmer like Bikini Touch. I wish I'd come across it sooner. No more itching or ingrown hairs!
