I assume you are talking about Eastern Equine Encephalitis, also called EEE or sleeping sickness. It is spread to humans through mosquito bites so the best prevention is to avoid getting bitten. There is no vaccine & no specific treatment. EEE is pretty dangerous - about 33% of cases die & about 50% of those who live have some type of brain damage. It is fairly rare though with an average of 5 cases per year.
