Well, let's see now. The normal resting HR for adults and children over 10 years old is 60-100 bpm. So, anything over 100 bpm would be "extra".

300 extra beats per day is nothing. It's like adding 3 minutes to your day. You would never even notice. It would move a normal HR of 100 up to a HR of 100.20833. Not much difference.

To answer your question since the expected range is 60-100 bpm, anything over 100 bpm is too much. But all this is widely variable and and no single measurement will show that you have an arrhythmia. Several measurements must be made. And since this is all concerned with resting HR any activity or stress at or before the time of measurement will increase your HR.
