Hm...based on the location, this doesn't sound like acne. Since elbows are so dry, they are prone to a condition called keratosis pilaris (KP) rather than acne, which is usually on oily skin. KP is caused by plugs of a skin protein called keratin getting stuck in hair follicles. It is extremely common - 50% o us have it. You may want to first try simply moisturizing the area after bathing. If that doesn't work, try a lactic acid containing lotion, like Lac-Hydrin. Lightly rubbing the area with a Buf-Puf sponge, followed by Lac-Hydrin immediately after a shower took care of mine. Lac-Hydrin can be hard to find - try a large drugstore or online.
If this really is acne, I'd first try washing with a salicylic acid containing face or body wash, followed by a mild (2.5%) benzoyl peroxide cream. This regimen would probably make KP worse, since it's drying.
