Skin Probs...?!

Skin Probs...?
I'm a 17 year old girl and I want to know if I do have skin problems(i think I do!) You see, it only occurs some parts of my hands and few fingers it looks really dry.. Sometimes when I keep *cracking* my fingers, the dry parts sometimes split and I always feel the pain.
Do i have some kind of diseases/sickness/or something?? Oh yeah, sometimes it turns to normal...but only for few weeks or so...
