People with certain medical condition should/should not be allowed to use marijuana?
If so under what circumstances.

I think when living with pain is a daily problem, people should be allowed to use it. As I am not an advocate for smoking since it causes a whole new slew of health concerns, the use of THC would be the option I would recommend. There is so much to consider but this is my general opinion.
