Yes, it's possible. Some bacteria that aren't STDs can cause penile discharges, and some discharges are normal fluids like precum.
However, if there's a reasonable amount of yellowish or greenish discharge there's a high chance it's gonorrhoea. Chlamydia sometimes causes a discharge too, but often has no symptoms.
Penile discharges should aways be checked out by a doctor, and the cause needs to be identified.
