A diastolic pressure is measuring the blood pressure at the instant of maximum cardiac relaxation. Whereas the systolic pressure is measured during the contraction of the heart and the resulting force required to drive the blood into the aorta and the pulmonary arteries. The systolic blood pressure always has to be greater than the diastolic - ie the systolic pressure could not be less than the heart at rest (diastolic).
