I'm afraid that you might be allergic to the chlorine in the water of public pools. They use so many chemicals these days that it's hard to know, but that may be the cause. Try swimming in a lake or natural body of water and see if it happens. If it doesn't you may want to have your skin tested and see if you are allergic to chlorine or other chemicals that they use to keep the water "clean" in pools.
You might want to oil your body, to seal it from chlorine's intrusion, before you swim if you're allergic to the stuff!
