Answers:

These may be razor bumps, especially if you shave your legs. The medical term is pseudo-folliculitis. This means you have sensitive skin. If you do shave your legs take some precautions:
1. make sure legs have been softened by warm water for several minutes before shaving
2. use a good razor (not cheap) and one with a safety guard
3. shave slowly
4. shave in the direction the hair grows
5. use a shaving gel or cream...not soap!
6. use a moisturizer after shaving

If you have these and they are not shaving related, it would be best to see a dermatologit to find out exactly what you have and how it can be treated. After all, it is hard from a photo to truly see what is going on with your skin.
