It depends if you are anemic it will if you aren't it won't help at all!.
I'd stick to a multivitamin with iron and eating iron rich foods!.
Red Meat, Green Veggies - and making sure k is part of the vitamins!.!.!.
Sleep with two pillows to circulate blood flow!.
Drink a lot of water to flush tissues!.
your genes, allergies or skin tone could be the real reason but being anemic is often the cause!.

You can try it, but if you've had them always, then you probably just have thin skin under your eyes genetically!. I have that problem as well, and all I can do about it is under-eye concealer!. Good luck!Www@Answer-Health@Com
