UK LAW:
It is legal to possess and import Steroids for personal use. This does NOT include veterinary steroids.
Intent to supply is a criminal offence
Steroids is a Class 'C' drug. Under the Misuse of Drugs Regulations 2001. Schedule 4 part 2 this make them exempt , therefore possession for personal use i s legal.
Import and personal use:
There is no maximum amount you can import ( to my Knowledge ) but you do have to be careful. If you bring in so much the police can easily make a case against you for intent to supply.
Generally be safe do not import more than 3 months supply ( any dosages ! ) keep a cycle plan as evidence of your intention.

It doesn't exactly pigeon-hole drugs as one thing, but they are all classified and controlled for the same reason in general - if they're not prescribed by a medical expert then the person vending them and the person taking then are taking the matter upon themselves - usually immediately dismissing it with unending repercussions until using stops.
This system is what someone assigned as counsel will want to hear - that you are level headed and realise the simplest way to manage yourself out of this situation is to leave drugs behind in the past - as a lesson you learnt, rather than an immediate concern for getting and using some more.

If they given to you by your Doctor there is no law broken.
If they the illegal kind, then you shouldn't even be considering this.
