The reason why your vapor can decrease after only a couple of hits is because of the atomizer. If it is cheap or old this would impact it greatly.

Depends on what unit you have and the type of cartridges you use.
Most probably DONT equal one pack, that is largely "false" advertisments. But you SHOULD be able to get more than a few hits off a cartridge.
Go to the ecig forums and ask, mentioning your specific unit.
