You are right to know that a canker sore is not herpes.
Cold sores inside the mouth are uncommon and usually occur only during the first outbreak of cold sores. Common sites inside the mouth include the roof of the mouth, the back of the throat, the gums, the lining of the cheeks and, occasionally, the tongue. The treatment for a cold sore inside the mouth consists of antiviral drugs.

So, it could be that she had the blister and bit it, and caused it to get like a huge canker sore.
Has she ever had a cold sore before? If yes, then yeah, the doctor could have been wrong. But if no, then this could be just what was written above, about the first outbreak of a cold sore.
Canker and herpes are different. My G-friend insisted that I start taking this new pill out for the canker sores I was getting. Well despite their stupid name, the sh** worked, all the way around. I'm their new biggest fan. Anyway, it's called The Canker Spanker, no joke - don't get me started on their name.
there are two types of herpies. type one and type b. she has type b which IISSS a cankor soar. She does have herpies. But dont worry not the genital kind:p its just a cankor soar. dont kiss though wait unlil its gone or you willhave type two herpies.
The doctor is probably right, but errors do occur sometimes. If you're concerned see a different doctor for a second opinion.
