After sex 3months i go to hiv test with Elisa &Meia. Negative s/co:0.35.
Then after 2months latter I go to test again with Elisa&Meia. Negative s/co:0.38
Condition :
-Reaction negative s/co <1.00
-Reaction possitive s/co >1.00
Finally I would like to know from first to second of my testing are increase amounts of reaction like that in my body have hiv virus or not??.

Both results are almost identical, but even if there was a rise in the s/co it wouldn't suggest the possibility of HIV unless it rose above 1.0. Even then you would need to do further testing.
You can be quite confident on those results you don't have HIV from that contact five months before the second test.
