In and of itself, NO. The problem this article is not so clearly stating is that people are sharing their pipes with other smokers and not cleaning them properly. This can happen anywhere with any type of smoke, or really any shared utensil that is not cleaned. And where there is a high number of people with any type of contagious disease or infection it will spread with poor hygene and sanitary conditions.. It's like catching a cold after you have drank pop after someone else. The pop didn't give you the cold, the germs you came into contact with on the can after your friend drank the pop gave you the cold.
