Question: Weird tiny dry red spots HELP x?

all over my shoulders, arms, and neck, i have these tiny, dry spots, its a bit like a rash, i have LOADS of them on my arms, (on my arms its like rash everywer else they are just spots) not sure if this makes any sense but im just wondering what this is!! and how to get rid of it.. any help would be massively helpfull
