It could be a number of different things:
If you notice a lot of flaking, you could have dandruff and you can get a special shampoo to fix it
You could have a bug bite and by scratching it, it has become irritated
Another possible answer (which happens to me a lot) is that you didn't wash all of your shampoo off when you did shower before and it became caked on to your scalp and it has become irritated (this happens to me a lot and when i peel the shampoo out it irritates the skin and can even bleed)
If it continues to happen and doesn't go away within a couple of days, talk to your doctor
*to stop the itching try keeping a cold washcloth or icepack on it, just try to leave it alone and it should go away by itself
Could be a patch of dry skin. Use head and shoulders
