rashes and red dots on knees/lower leg?!

Question: Rashes and red dots on knees/lower leg?

I have noticed in the past couple weeks that there are always a bunch of red dots on both of my knees, and my leg from the knee down is always itchy and irritated. It is a lot worse in the morning, I noticed, and right after I get a shower. What could this be?
