There could be many reasons for this problem, but the most common is that the rapid change in tempature is causing your skin to dry out very quickly, try to stay at a constant tempature when showering, use a little less soap, dont rub to hard with the towel, and if you really need to change the water tempature, do it gradually.
What it sounds like to me is you are using a soap that you are having a reaction to. It is probably a soap that is heavy with perfumes. Try using a soap with no perfumes like Dove or a very mild soap/ Check with your pharmacy at you local drug store and find out which soap is the mildest. If that doesnt work call you doctor it could be that you are experiencng acne.
This happens to me, but on my legs.
either your skin is too sensitive for the shower wash you are using, or you could be allergic. trying switching brands; this worked for me, and i got one for sensitive skin.
You are allergic to water. Im kidding its probobally psychological or the soap you are using
