the doctor is trying to treat my eczema. when the intitail treatment was almost complete, the itch started again. Is there some reason why a person can't be on a low dose,(15 MG), for an extended length of time?

Were you taking pills or injections? How long was your treatment for? Also look into what it is and the side effects. You may not even want to take it longer. Ever since I took that I started having periods every two weeks after over 10 years of normal periods.
