Not inhaling will drastically reduce the amount of cigarette smoke that reaches your lungs. Nicotine is still absorbed orally however, and it is still not safe in the way a cigar is not safe. However, anything absorbed into the bloodstream via the mouth is not filtered by the lungs, as the lungs' function isn't filtering blood.
Tar is a byproduct of burning organic material, and doesn't enter the bloodstream. It does dangers by going into the lungs via the smoke, and becoming stuck in the lung's air filtration and essentially gunking up the works (hence the smoker's cough) this tar is highly carcinogenic and takes a long time to be filtered out. One of many, many reasons you should not take up the habit.
Unless you get those mechanical cigarette things I guess
