what does that mean? am i hypoglycimic?

No, that does not mean you are hypoglycemic. Those are urine tests for diabetes. Normal, non-diabetic people wouldn't have glucose in the urine and probably wouldn't have detectable ketones unless they were on a low-carbohydrate diet. The urine tests are not reliable since technically you can be diabetic and not passing glucose or ketones in your urine, but they certainly don't mean you are hypoglycemic.
It doesn't actually say "low glucose and low ketones", my friend.
The test strip is stating that you don't have excess glucose ... more than the 'normal' level ... and that you don't have ketones present. This indicates that you're probably not diabetic.
As for testing for hypoglycemia, those test strips are worthless.
