Scar, Help !!?

i had a scar from a accident about 6 years ago. the doctor did not use stitch but some sort " glue ". the scar remains, about 3cm, around my forehead. Scar removal product dont seems to work as the so called " glue " act as a skin between the scar.The scar looked to fake and white. i hate it Is there any solution to it ? It had troubled me many years. afraid to let my hair up. therefore i had a long hair. And how much the solution would cost.

the scar is about 3cm long and 1/2 cm wide. how much would plastic surgery cost ? and how much improvement can i get ?

Because the scar is so old the only thing that will help is Plastic surgery.
