No. The laser light lightly heats the hair follicle and damages the follicle so it can't grow hair. This is the reason you need to have hair growth present for the laser to work. The hair acts as a transfer source for the heat to get into the follicle. This is also it takes a few treatments for the hair follicle to be damaged enough to not grow hair again.
