thighs have a tendency to have this...but it is not really ingrown hairs. It is a different dermatological condition ..forgot the name... to treat....loofah the skin, scrub gently the surface of the skin with a loofah and hydrate with lotion after. However, if there is an ingrown hair, you will see the hair follicle in the white head after the white head (which is pus) is removed. Remove the hair with a tweezer and the pore will heal.
hope this helps!

They're ingrown hairs. The skin on your thighs isn't a touch as say, on your knees, so it's easy for the hairs to burrow under it or just grow underneath it. If you shave your thighs there's more chance of the hairs becoming ingrown, so perhaps shave them less.
