Does she have Breast Cancer or is this all routine?!

If it were breast cancer she would have been told and if this were routine she would be in her 40s.
You do not say why she is having her first mammogram so young nor do you mention what other tests are being done so I am going to have to guess.
This is her baseline mammogram and at her age her tissue is usually dense making things difficult to see and anything unusual has to further investigated so will likely have an ultrasound, possibly an MRI, but be aware MRI tends to have a lot of false positives as compared with mammogram.
There is a reason screening mammograms start at age 40, it is because 75% of breast cancers occur in postmenopausal women and age 40 screening is starting when cancer is unlikely in hopes of catching the earliest cancers this way increasing the odds of survival.
Of those lumps suspicious enough for biopsy 80% are benign.
