Cetaphil products comfort and soothe dry, sensitive skin with gentle, non- alkaline products that restore moisture and balance. I wouldn't use it as a treatment for acne.
Neutrogena has a lot of different types of cleansers so you have to pick one that fits your skin type but it's good brand name and is effective.

It really depends on your skin type.

For example, if you have really sensitive skin and your face isn't oily I recommend getting Cetaphil.
It doesn't dry out the skin at all.

If your skin is like a teenagers, greasy, oily and the pesky acne, get Neutrogena.
Neutrogena can make your skin dry and tight if your skin type isn't oily in the first place.

if i had to choose, cetaphil. neutrogena made my skin feel really tight and then the lotion was too greasy and not enough moisture. ctephils less harsh, but it really never made my skin feel clean. ive had great results with avenos positively radiand exfoiliating pads and the lotion. lotion is pricey but it lasts a very long time, and when my skin cleared up i started cutting scrubbing pads in half.

Different products work for different people, so you'd have to test them both out to know for sure
