Yes. Your body does need some sun every day for proper Vitamin D production.
People who live closer to the equator where the sun is stronger by design have a darker skin complexion. Extra melanin on the top layer of skin to protect them from burning. This is why people tan,why the skin becomes darker. It's self preservation. Sun exposure stimulates the skins' pigment-forming cells, protecting itself from UVA and UVB rays. Think Africa,where there are so many dark complexions. It's not just coincidence.
No one is exposed to the sun 24 hours a day,7 days a week. During the summer,the average day time hours we have is about 9. Places near the equator during summer can be as long as 12 hours. And even then the sun is as it's strongest from about 11-4pm. As the day goes on and as the sun starts to set it is not as strong and you're less likely to burn while out during this time.
Your mom is right. PUT ON the sunscreen. Use an SPF of at least 30 every time you go outside. And apply it about 15-30 minutes before you go out. This help to protect against sun damage. The more often you burn,the higher your risk for skin cancer. For people wanting to tan. The best way is gradual,and of course without burning.
Be sure that before going outside the house apply a sunscreen on your skin and if your taking it too long in the sun reapply the lotion.
