i have spots on my body?!

im a 12 yearold girl, and i have white spots on my arms. i have light brown skin so its noticable. i also have some horizontal lines on my hands. i dont know how to get rid of them. i use a creamy softener advanced body conditioning lotion, and sometimes vaseline, petrolium jelly and hydrating body lotions. my face is fine. i have oily\ combination skin and sometimes i wake up in the morning and have these white scratch marks under and around my right eye and it looks like the skin is peeling. but after i put petrolium jelly under them and let it soak up for a couple hours, it goes away. errr i need help!!! soo help me?!!!? thanks xoxo
