SOunds like some sort of callus... don't pick at those things. Get some rubbing alcohol and clean the area. Then put neosporin ointment on it and a bandage. Keep it covered for a few days (changing the bandage and ointment frequently or daily) and then uncover it. Let it scab over.

Sounds like a blister. They can be caused by allergies, skin irritation, burns, or manual labor that has caused your skin to be rubbed up against something until it blistered.
If you have any ointment like Neosporin you should apply that. It is alright to apply a bandage if you make sure that it is loose enough for air to get to the wound. It should lear up in 24-48 hours.

Keep an eye on it. If it looks oozey or gross after more than three days, you should see a doctor.

This happened to me for several years, but then I was told that Almond oil fixes it. Magically, the oil did fix the peeling! Try and apply almond oil to your hands, and rub them together. Wash after 30 minutes or so

Relax I really don't think it's anything to worry about unless you are a diabetic or something of that nature.
