Tough in a public pool since they're usually chlorinated, but bromine would probably be a better chemical to try, although I don't think many public pools have brominators. As for the boy's problem, it is something that he will grow out of, and believe it or not, exposure to chlorine will desensitize him -- lots of information on the internet about that.
Why not take him to a dermatologist and ask this question as to whether these rashes will cause any long-term effect (most rashes do not). Maybe the dermatologist could recommend some lotion/coating that could be put on before going swimming or a cream to put on as soon as he gets out to prevent this drying/flaking/rash that is occurring.

No! The condition your mother is putting him in can effect his future health. Wait for him to grow out of it. But if he really wants to swim try this:
- get a mini pool or a real one, but fill it up with water from a hose.No chlorine in there i believe. Feel free to swim! =]
-or you can get medication. To try to either stop or delay his allergy.
Nope. Take him to a lake. Nothing wrong with boosting his immune system in the process.
