How did you reach your conclusion?
Did you consult doctors to make sure you don't have bad teeth, infected sinuses, stomach problems or other causes? Persistent bad breath can be an indication of an underlying health problem.
For the short-term help: Make sure you do not only brush your teeth at least three times a day for at least three minutes each, but also your tongue (the most bacteria live on the rough surface of the tongue). And also floss.
I heard that chlorophyll-pills are supposed to neutralize bad odors, but I cannot vouch for it. (Ah, damn, the money problem, so this does not apply...)
Check your teeth. If you rotten tooth, you have to remove it. Wisdom tooth might have cause bad breath if they are rotten. Brush after meal. Rinse with salt water. Scrap your tongue. Sleep early. Drink more water.
Clean your tongue properly, thats where most odour comes from.
