Yes there is a definite correlation between MS and seizures. Likely due to the lesions created , but the exact mechanism is unknown. That said, it isn't an absolute, .. if one has MS it does not mean they will have seizures, nor do seizures (epilepsy) mean one has or will have MS.

Yes, MS could create seizures that could be mistaken for epilepsy. However, the broad symptomology MS creates would be present as well and it would be highly rare for seizures to be the *only* sign of MS.
