from reading a few answers on yahoo, I've seen a lot of replies that you cannot specifically target one spot to lose weight.
So I would recommend that you do whole body workouts like swimming, jogging, running, etc... with a good diet.

work out for about three weeks working your biceps and triceps. 3 weeks isnt gonna make you look too buff and it also wont make you look flabby
Once you start to reduce fat, you'll see it disappear. Your body stores fat and the only way to reduce fat in any particular area that is bothering you is to reduce fat period from your body as a whole..
do bicep and tricep excersises. curls with dumbbells, push down,and un, the best way to burn off fat is to run no matter how to get around it. good luck.
